二月十三日馬英九在倫敦政經學院演說前,歐洲台灣協會聯合會、歐洲台灣醫事聯盟、歐洲台灣婦女會,以「維持現狀?──要自由民主的現狀,不要武力威嚇的現狀」為題,發表了聯合聲明,呼籲馬英九正視台灣是一個獨立國家的事實、承認台灣不屬於中國的現狀。
以下是聲明的漢、英兩個版本的全文:
台灣是一個自由民主、有主權的國家,各級政府以及政治領袖,都是透過民主選舉產生;共產中國從來沒有統治過台灣,台灣當然不是現今中國的一部分。所以,宣稱台灣是中國一部分,不僅僅是時代錯置,它根本就是虛幻的;而試圖製造一個「不統不獨」的「現狀」的說法,也完全不符合真實情況。任何的建議或模式,如果是基於違反台灣人民意願的虛幻陳述所提出,身為台灣人的我們絕不支持。
共產中國透過一再宣示台灣是中國不可分割的一個省,從來不避諱它併吞台灣的野心;而中國的軍力擴充,也一直在持續地改變台海現狀。到目前為止,對台飛彈的部署已經增至將近八百枚。去年2005年三月,橡皮圖章式的中國人大又通過了所謂的「反國家分裂法」;基於這個「反分裂法」,如果民主台灣選擇繼續自由獨立於中國之外,中國解放軍可以被「授權」武力攻打台灣。顯而易見地,東亞區域不穩定的問題製造者是窮兵黷武的中國,不是飽受中國軍事威脅的民主台灣。我們要求中國立即停止對台灣人民的武力威嚇,也要譴責所謂「要求維持台海現狀」的托詞。
身為中國國民黨主席,馬英九先生將代表國民黨角逐2008年的台灣總統選舉。所以,我們呼籲馬先生正視台灣是一個獨立國家的事實、承認台灣不屬於中國的現狀。我們希望馬先生不要把台灣的民主實踐視為是「大搞自己的『理想主義』」;台灣人民有各種不同的認同和想法,民主僅僅是提供一個和平的過程,使得兩千三百萬人民的意見能夠形成共識。反倒是共產中國,需要用尊重和開放的態度,來面對台灣的民主。因此,我們完全不能同意:台灣的民主會在這個區域製造危險的說法。中國的恫嚇不應該、也不可以被視為是理所當然,而台灣也不可能完全聽命於北京的政權。
最後,我們要呼籲國際社會揚棄所謂的「一個中國」政策。這個與現今台海狀況脫節的政策,會使得中國誤判為國際對武力犯台的支持,而增加了台海衝突的危險;它同時也阻撓了雙方的相互承認、和平對話。我們相信:任何嘗試解決台海問題的認真努力,都必須本於現實;違反事實地聲稱台灣不是一個完整的民主主權國家,不能也不會為台海關係提供一個務實的解決之道。

Maintain the Status Quo?
Yes to a free and democratic Taiwan
No to the Chinese military threat
Taiwan is a free, sovereign, and democratic country that elects its own leaders and government at all levels. It is not, nor has it ever been, a part of communist China. The anachronistic "One China" policy that claims Taiwan a part of China is a fiction. The attempt to fabricate another "status quo" that is "neither unification nor independence" is not consistent with the reality on the ground. As Taiwanese, we do not support any paradigm or path built upon fictitious statements that are against the desire of the people of Taiwan.
By asserting Taiwan as its renegade province, communist China has always been clear about its plans to annex Taiwan. The "status quo" continues to be altered by China with its ongoing military buildup across the Taiwan Strait. At this moment about 800 ballistic missiles are deployed aimed at Taiwan. In March 2005, China's rubber-stamp legislature approved its "Anti-Secession Law" that "legalises" a military attack on Taiwan in case Taiwan wants to remain a free and democratic nation. It is clear that the Chinese belligerence contributes to instability in the region, not democratic Taiwan which is under China's threat. We demand that China immediately stop its military threat against the people of Taiwan, and we denounce the plea to maintain the status quo in the Taiwan Strait.
As chairman of the Kuomintang (the Chinese Nationalist Party, or KMT), Mr. Ma Ying-jeou is the designated presidential candidate for the KMT in the 2008 election. We urge Mr. Ma to recognise the fact that Taiwan is an independent country and not a part of China. We request Mr. Ma not to view the exercise of democracy in Taiwan "too idealistic for its own good." Democracy is a peaceful process where the will and wishes of the 23 million Taiwanese people prevail, despite different identities and ideas. It is communist China that needs to respect and be open to Taiwan's democracy. Stating that Taiwan's democracy may "rock the boat in the regional waters" is disturbing. China's bullying is completely unacceptable, and Taiwan will never solely act in accordance with the wishes of the Beijing regime.
Finally, we call upon the international community to abandon the "One China" policy. The antiquated policy conveys the wrong message to the Chinese government and increases the risk of conflict in the Taiwan Strait. It stands in the way of mutual recognition between China and Taiwan and of peaceful dialogue. We believe that any serious attempt to resolve the cross-Strait relationship has to reflect reality. Pretending that Taiwan is not a full-fledged democratic sovereign country is unrealistic and cannot and will not lead to any pragmatic solution of cross-Strait relations.
